W.A. Chester management personnel possess, on average, over 25 years of valuable project and construction experience in the electric power transmission and distribution industry. They are members of the IEEE and the ICC. Our employees have the proven expertise to manage and execute projects from the conceptual phase through design, procurement, construction and commissioning. 

 



JOHN H. WILSON, JR., VICE CHAIRMAN

Mr. Wilson has over 45 years experience in underground high voltage transmission in the electric power industry, and is recognized as one of the leaders in the field. Mr. Wilson joined W. A. Chester in 1969. During his tenure from Construction Manager to his current position as Vice Chairman of the Company, Mr. Wilson has had direct responsibility for the installation of numerous high voltage, underground cable systems. This experience includes all aspects of project development and construction management. Mr. Wilson has a BS degree in Civil Engineering and is a Registered Professional Engineer.



ROBERT L. THOMPSON, JR., PRESIDENT


Mr. Thompson has over 34 years experience in electric utility transmission, distribution, and generation with W. A. Chester and Potomac Electric Power Company. His experience includes detailed design, construction management and project management. Mr.Thompson joined W. A. Chester with its acquisition by Potomac Electric Power Company. Mr. Thompson has a BS degree in Civil Engineering and is a Registered Professional Engineer.



FRANK L. MUSICK, SENIOR VICE PRESIDENT


Mr. Musick has over 23 years experience in transmission and distribution operations, underground transmission design and construction, and project management of underground, overhead and substation projects with W. A. Chester and Potomac Electric Power Company. Mr. Musick joined W. A. Chester in 1996, following its acquisition by Potomac Electric Power Company. Mr. Musick has a BS degree in Electrical Engineering, a MS degree in Construction Management and holds electrical contractor licenses in a number of jurisdictions.



DON PARRIS, MANAGER, REGIONAL OPERATIONS


Mr. Parris has over 35 years of experience in electric utility transmission and generation with W. A. Chester and Potomac Electric Power Company. His experience includes detailed design, strategic planning, construction management, project management and start-up. Mr. Parris joined W. A. Chester in 2000. Mr. Parris has a BS degree in Mechanical Engineering and is a Registered Professional Engineer.



DON CHERBA, PROJECT MANAGER


Mr. Cherba joined W. A. Chester in 2001 as Project Manager for the Company’s field office and yard in Washington, DC. Prior to joining W. A. Chester, Mr.Cherba was involved in all aspects of underground and overhead transmission and distribution construction and maintenance with the Potomac Electric Power Company for over 40 years.



JIM SLAYTON, PROJECT MANAGER


Mr. Slayton joined W.A. Chester in 2001 as a Transmission and Distribution Technical Specialist and was designated a Project Manager in 2005. Prior to joining W.A. Chester, Mr. Slayton was involved in the engineering design of underground and overhead distribution projects and underground transmission projects with the Potomac Electric Power Company for 40 years. 

 

 



JIM MICHAEL, PROJECT MANAGER


Mr. Michael joined W. A. Chester in 2001. Prior to that, he had over nine years of engineering, maintenance and management experience in the US Navy. Mr. Michael has a BS degree in Mechanical Engineering and a MS degree in Construction Management.



TONY CABERO, CONSTRUCTION MANAGER

Mr. Cabero joined W.A. Chester in 2008 as Construction Manager. Prior to joining W.A. Chester, Mr. Cabero had over 20 years of Project Management experience including three and a half years in the installation of underground and overhead transmission and distribution construction projects. Mr. Cabero has a Bachelors of Science degree.

 J. ANTHONY BLYTHE, SAFETY & ENVIRONMENTAL MANAGER

Mr. Blythe joined W.A. Chester in 2008. Prior to that he had over twenty years of engineering, maintenance, safety, environmental and management experience in industry, construction and government. Mr. Blythe has a BS degree in Environmental Science. Mr. Blythe is a current Certified Safety Professional. 


BILL COOK, JR., MANAGER OF BUSINESS DEVELOPMENT

Mr. Cook joined W.A. Chester in 2008 as the Manager of Business Development. Prior to joining W.A. Chester, Mr. Cook had over ten years of experience in the fields of community, government, media and public relations coordination and management. For the past year, Mr. Cook has served as the Community Relations Coordinator for the 18 mile-long NSTAR 345 kV Project in Boston, MA.

MEGAN SEELOFF, ASSISTANT PROJECT MANAGER

Mrs. Seeloff joined W.A. Chester in 2007 as an Assistant Project Manager. Over the past five years, Mrs. Seeloff has worked on several underground transmission projects as a member of the management team. Mrs. Seeloff has a BBA degree in Business Management.

THOMAS WILBURN, SR., PROJECT SUPERINTENDENT

Mr. Wilburn has over 28 years experience in both high voltage transmission and distribution cable systems and equipment erection for the power industry. He began his career as a Journeyman Lineman, Cable Splicer, Foreman, and is currently a Project Superintendent. Mr. Wilburn has been responsible for numerous low voltage and high voltage cable installations.



RONALD E. ORANGE, PROJECT SUPERINTENDENT

Mr. Orange has over 31 years experience in both high voltage overhead and underground transmission/distribution cable systems. He is a certified overhead Journeyman Lineman, and a certified high/low voltage Cable Splicer. He was promoted to Project Superintendent in 2003, to supervise all field operations servicing the Washington DC metro area, and has expanded his responsibilities to also include high voltage construction and maintenance projects.



KRIS JACKSON, PROJECT SUPERINTENDENT


Mr. Jackson has over 18 years experience in the installation of high voltage cable systems. Mr. Jackson trained as a Welding Instructor in the U.S. Air Force and is a certified Pipe-line Welder. Mr. Jackson continued to excel as a Foreman with W.A. Chester and was promoted to Superintendent in 1995.
