W.A. Chester management personnel possess, on average, over 30 years of valuable project and construction experience in the electric power transmission and distribution industry. They are members of the IEEE and the ICC. Our employees have the proven expertise to manage and execute projects from the conceptual phase through design, procurement, construction and commissioning.

JOHN H. WILSON, JR., VICE CHAIRMAN
Mr. Wilson has over 50 years of experience in underground high voltage transmission in the electric power industry, and is recognized as one of the leaders in the field. Mr. Wilson joined W.A. Chester in 1969. During his tenure from Construction Manager to his current position as Vice Chairman of the Company, Mr. Wilson has had direct responsibility for the installation of numerous high voltage, underground cable systems. This experience includes all aspects of project development and construction management. Mr. Wilson has a BS degree in Civil Engineering and is a Registered Professional Engineer.

ROBERT L. THOMPSON, JR., PRESIDENT
Mr. Thompson has over 40 years of experience in electric utility transmission, distribution, and generation with W. A. Chester and Potomac Electric Power Company. His experience includes detailed design, construction management and project management. Mr. Thompson joined W. A. Chester with its acquisition by Potomac Electric Power Company. Mr. Thompson has a BS degree in Civil Engineering and is a Registered Professional Engineer.

FRANK L. MUSICK, SENIOR VICE PRESIDENT
Mr. Musick has over 25 years of experience in transmission and distribution operations, underground transmission design and construction, and project management of underground, overhead and substation projects with W. A. Chester and Potomac Electric Power Company. Mr. Musick joined W. A. Chester in 1996, following its acquisition by Potomac Electric Power Company. Mr. Musick has a BS degree in Electrical Engineering, an MS degree in Construction Management and holds electrical contractor licenses in a number of jurisdictions.

DON PARRIS, VICE PRESIDENT OF UNDERGROUND TRANSMISSION
Mr. Parris has over 40 years of experience in electric utility transmission and generation with W.A. Chester and Potomac Electric Power Company. His experience includes detailed design, strategic planning, construction management, project management and start-up. Mr. Parris joined W.A. Chester in 2000. Mr. Parris has a BS degree in Mechanical Engineering and is a Registered Professional Engineer.

MICHAEL LIZZA, SENIOR PROJECT MANAGER
Mr. Lizza has over 30 years of experience in construction and project management of underground, overhead and substation projects with W.A. Chester and PEPCO Holdings, Inc. Mr. Lizza joined W.A. Chester in 2010 and has a BS and MS degree in Civil Engineering and is a Registered Professional Engineer.

DON CHERBA, PROJECT MANAGER
Mr. Cherba joined W.A. Chester in 2001 as Project Manager for the Company's field office and yard in Washington, DC. Prior to joining W. A. Chester, Mr. Cherba was involved in all aspects of underground and overhead transmission and distribution construction and maintenance with the Potomac Electric Power Company for over 40 years.

JIM SLAYTON, PROJECT MANAGER
Mr. Slayton joined W.A. Chester in 2001 as a Transmission / Distribution Technical Specialist and was designated a Project Manager in 2005. Prior to joining W.A. Chester, Mr. Slayton was involved in the engineering design of underground and overhead distribution projects as well as underground transmission projects with the Potomac Electric Power Company for 40 years.

JIM MICHAEL, PROJECT MANAGER
Mr. Michael joined W.A. Chester in 2001. Prior to that, he had ten years of engineering, maintenance and management experience in the US Navy. Mr. Michael has a BS degree in Mechanical Engineering and an MS degree in Construction Management.

KARL SMITH, PROJECT MANAGER
Mr. Smith joined W.A. Chester in 2012 as Project Manager for the Company. Prior to joining W. A. Chester, Mr. Smith was involved in all aspects of underground and overhead transmission and distribution construction, the development and implementation of maintenance strategies as well as project management with the Potomac Electric Power Company for over 35 years.

DON JOHNSEN, PROJECT MANAGER
Mr. Johnsen joined W.A. Chester in 2006 as a Project Manager. Prior to joining W.A. Chester, Mr. Johnsen had 30 years of experience working for Commonwealth Edison in Chicago on their underground transmission system. His experience includes engineering, construction supervision and project management of underground transmission projects.

RICH RAPOLLA, PROJECT MANAGER
Mr. Rapolla joined W.A. Chester in 2011 as a Project Manager having spent the previous ten years working for PEPCO Energy Services. Mr. Rapolla has over 25 years of experience as a Construction and Project Manager in the street light, traffic control, site development, overhead / underground utilities and communications fields.

CHARLES VANDENBURGH, JR., PROJECT MANAGER
Mr. Vandenburgh joined W.A. Chester in 2013 as a Project Manager after working the previous 5 years for Baltimore Gas and Electric as an Overhead Transmission Lineman, Engineering Analyst and Program Manager. Mr. Vandenburgh also has over 10 years of real estate, land acquisition and contract negotiation experience.

MEREDITH BULLETT, PROJECT ENGINEER
Ms. Bullett joined W.A. Chester in 2013 as a Project Engineer. Prior to joining W. A. Chester, Ms. Bullett had worked the past three years with Allegheny Energy / First Energy in West Virginia in their Engineering Department and she graduated from West Virginia University in 2010 with an Electrical Engineering Degree.

ROBERT BERRY, MANAGER OF SAFETY AND ENVIRONMENT
Mr. Berry joined W.A. Chester in 2011 after working the previous 2 years at PEPCO Energy Services. Prior to that, he had over 20 years of Environment and Safety experience in the aviation, logistics, manufacturing and construction industries. Mr. Berry, a retired U.S. Navy Veteran, has a BS degree in Environmental Management and is a current OSHA 500 / 501 Outreach Trainer as well as a Smith Safe Driving System Trainer.

BILL COOK, JR., MANAGER OF BUSINESS DEVELOPMENT
Mr. Cook joined W.A. Chester in 2008 as the Manager of Business Development. Prior to joining W.A. Chester, Mr. Cook had over ten years of experience in the fields of community, government, media and public relations coordination and management. Mr. Cook served as the Community Relations Coordinator for the 18 mile-long NSTAR 345 kV Project in Boston, MA in 2008.

THOMAS WILBURN, SR., PROJECT SUPERINTENDENT
Mr. Wilburn has over 35 years of experience in both high voltage transmission and distribution cable systems and equipment erection for the power industry. He began his career as a Journeyman Lineman, Cable Splicer, Foreman and is currently a Project Superintendent. Mr. Wilburn has been responsible for numerous low voltage and high voltage cable installation projects.

RONALD E. ORANGE, PROJECT SUPERINTENDENT
Mr. Orange has over 30 years of experience in high voltage overhead / underground transmission and distribution cable systems. He is a certified Journeyman Lineman and a certified high/low voltage Cable Splicer. He was promoted to Superintendent in 2003 and his responsibilities include high voltage construction, emergency response and maintenance projects.

KRIS JACKSON, PROJECT SUPERINTENDENT
Mr. Jackson has over 25 years of experience in the installation of high voltage cable systems. Mr. Jackson trained as a Welding Instructor in the U.S. Air Force and is a certified Pipe-line Welder. He excelled as a Foreman with Chester and was promoted to Superintendent in 1995.

MARC JACKSON, PROJECT SUPERINTENDENT
Mr. Jackson has over 30 years of experience in the installation and maintenance of high voltage cable systems. Mr. Jackson is a certified Pipe-line Welder and has served Chester as a Welder, Foreman, General Foreman and was promoted to Superintendent in 2011.

CURT JACKSON, PROJECT SUPERINTENDENT
Mr. Jackson has over 25 years of experience in the installation of high voltage cable systems from 69kV to 345kV. Mr. Jackson started with Chester as an operator, progressed to General Foreman and was promoted to Superintendent in 2011.
